If your company works in contracting and needs to enter government tenders, contractor classification isn't an extra step — it's a basic requirement without which you can't even apply. Here's a simplified breakdown of the system.
Who issues the classification?
The Ministry of Municipal, Rural Affairs and Housing, through the "Baladi" portal, after assessing the contractor's financial, technical, administrative and execution capacity.
The six fields
Classification falls under one or more of these fields:
- Construction and building
- Operation, maintenance and services
- Telecommunications and IT
- Catering and food services
- Exhibitions and conferences
- Real estate development
The five grades
Within each field, a contractor is given a grade from 1 to 5 (grade 1 is the highest), and each grade sets the maximum value of projects the contractor can compete for. There's also an "Accredited Contractor" certificate, limited to private projects only (building permits and latent-defect insurance), which does not allow work on government projects.
Required documents
The most important are a valid commercial registration showing the required fields, and financial statements (balance sheet and income statement) for at least one year, certified by a licensed chartered accountant and documented through the "Qawaem" platform.
Can you raise your grade?
Yes, a classified contractor can request an amendment to their certificate to raise the grade or add a new field, provided they submit the documents and data supporting the request according to the same core classification standards.
